Lonny Ray Stevens, 52, of Dickinson, Florida, was also charged with refusing to submit to a chemical test after police stopped his tractor trailer on 12th Street at around 10 a.m., Port Authority police spokesman Joe Pentangelo said.
Police attempted to pull the vehicle over, but Stevens continued to drive for three blocks against traffic before stopping, Pentangelo said.
As police spoke with Stevens, they noted he was swaying and slurring his speech, the spokesman said.
The man indicated he had been drinking and was administered a sobriety test. After failing it he refused to submit to a breath test and was placed under arrest, Pentangelo said, adding that the truck was impounded.
