President

Frank Conti

President Frank Conti has held elected Port Authority Police Benevolent Association positions since 2000, the year he was elected a delegate by the Port Authority Bus Terminal Command. Frank, who was appointed to the Port Authority Police Department on June 27, 1994, has also served the PAPBA as a Trustee, Financial Secretary and First Vice President.

First Vice President

Mike Mollahan

Police Officer Mike Mollahan serves as the Port Authority PBA First Vice President, taking office on January 1, 2022. Mike’s previous PAPBA positions included serving as a Delegate, Trustee and the Sergeant-at-Arms. While the PAPBA’s Sergeant-at-Arms, Mike was also appointed as the PAPBA’s New York State Legislative Director. While working in the halls of government in Albany, NY, Mike worked tirelessly in the furtherance of pro-law enforcement legislation, not only for Port Authority police officers but for all law enforcement officers in New York State.

Second Vice President

Cesar Morales

Second Vice President Cesar Morales was appointed to the Port Authority Police Department on September 27, 2002, after serving as a New York City police officer since 1998. In addition to Police Officer Morales’ current position, he served the membership as a Delegate, Trustee and Recording Secretary since May 2005. During his Port Authority Police Department career, he served the public in the PAPD Central Police Pool, Holland Tunnel, Newark Liberty International Airport and New Jersey Marine Terminals Commands.

Steve Ekizian

Treasurer

Steve Ekizian

Police Officer Steve Ekizian has served the membership of the Port Authority Police Benevolent Association as Treasurer since 2016. The experience that brought Steve to his current position includes his first PBA position in 2002 as a delegate in the JFK Airport Command. His dedication to the membership led him to also serve as a Trustee, the Sergeant-at-Arms and Recording Secretary. Steve is also a member of the Negotiating Committee.

John McAusland serves as the General Counsel of the Port Authority Police Benevolent Association, Inc. Mr. McAusland’s legal expertise also benefits his boutique law firm which is dedicated to the representation of unions and employees before state and federal courts and administrative agencies in both New Jersey and New York.
