World Trade Center’s Oculus Skylight Likely Won’t Be Fixed Before 9/11 Anniversary

The retractable skylight at the $3.9 billion World Trade Center Oculus in Manhattan is unlikely to open this year on the anniversary of the Sept. 11 terror attacks, according to a person familiar with its operation.
