A 50-year-old man was caught with more than 30 bags of heroin near the Journal Square Plaza for the second time this month, authorities said. Port Authority cops busted a man of many identities Tuesday after he stole a piece of luggage from a conveyor belt at Kennedy Airport, officials said.
