PAPD WTC Command Officers Take Down Criminal Enterprise

August 28, 2025 by 911MEDIA

Thanks to great work by PAPD World Trade Center Command police officers, part of bi-state organized criminal enterprise preying upon and accosting people has been put out of business.

Port Authority Police Officers (L-R), Steven Moscoso, Devon Moses, Samuel Guzman, and Ryan Lopez were working on information from BOLOs originating from the Port Authority Police Department PATH Detective Squad and the New York City First Precinct regarding a crime pattern in the World Trade Center, New York City’s First Precinct, and Jersey City vicinities. The officers located three suspects who were wanted for preying on unsuspecting people, portraying themselves as soliciting for unspecified charities that allegedly did not exist. It has been reported that in some cases, the suspects were able to take possession of a victim’s cellphone and, using the victim’s money transfer app, sent themselves funds from the victim’s account. In one case, a victim reported being taken for $2,000.

Police Officers Moscoso, Moses, Guzman, and Lopez detained three Jersey City 19-year-old males, continued their investigation with PAPD detectives, and arrested the three suspects on larceny and fraudulent accosting charges. Port Authority Police detectives continue to look for multiple others involved in the crime spree.
